Choose a best man who is not keen on shopping and will make a reasonable choice. You can actually tell your friends that whoever chooses the cheapest suit gets to be the best man!

Now even after you narrow down your choices, there will always be the 2 or 3 groom's friends who are all equally tough contenders. To take the trouble off your head, give the responsibility to decide who wants to be best man to your friends.
