“Ill-considered aggressive operations serve only to mobilize and strengthen the enemy". Ill-considered is a comprehensive phrase, which implies the prince"s failure to consult his wise counsellors as well as his own failure to fully apply his mind, before arriving at a decision.
The phrase 'Paathipadupadhu" refers to the agricultural operation of making ridges and canals to prepare the field for the transplanting operation of cultivation.
The import of this Kural is that aggressive action, without due consideration and preparation, is like getting your own soil ready for easy occupation by the enemy.
