It matters little if the channel of inflow is small and narrow
Provided the out-flow is not disproportionate.
It is not a misfortune for a king, if the revenues of his State are limited, provided he has the ability to keep his and the State"s expenditure within bounds.
This is an excellent principle of Public Finance. In a charitably inclined private person, it does not matter if he becomes poor in the process of exercising his overwhelming generosity (Kural 220). But Thiruvalluvar does not advocate this philosophy for a king, who must abide by the principle of living and giving gifts and charity, within his limits.
The modern trend of Deficit Budget will be considered to be in order, only if various other circumstances of sources of revenue and control of expenditure are within practicable limits, which will balance themselves in due course.

Thiruvalluvar in (risk) assessment of relative strength of Thirukkural emphasises on assessment from different angles.
Thirukural
Thirukural is an ethical treatise belonging to Tamil classical literature, written by Thiruvalluvar. In Kural 478, Valluvar advises the importance of maintaining a balance between the inflow and outflow of revenue. Ramanandha Adigalar Foundation with the English translation of Thirukural has made it available for a larger reading mass.
